Backed by more than 20 years of real estate development experience, the Archway team has developed over 1,000 residences across the Southeast during the past decade, representing more than $350 million in total value. Specializing in creating inclusive communities through Affordable, Workforce and Mixed-Income Housing – the firm is recognized for successfully navigating complex public-private partnerships and multi-layered governmental approval processes; ensuring projects move from vision to reality with efficiency and accountability.

Archway Partners has extensive experience with the Low-Income Housing Tax Credit program and regularly utilizes both the 4% and 9% Tax Credit programs. The team’s experience also includes working with the many subordinate financing and governmental programs such as: HOME, SAIL, SHIP, CDBG, Affordable Housing Trust Funds, FHLB, Capital Funds, General Obligation Bonds, Surtax, TIFF, Public Housing Operating Funds, Project-Based Vouchers and RAD as well as conventional debt and equity. Our Team

Brett Green is the Founder and President of Archway Partners, focused on multifamily and affordable housing through public-private partnerships. Since 2005, Brett has successfully developed more than 2,500 residential units, with an emphasis on creating high-quality communities that deliver lasting value for residents and municipalities alike.

As President, Brett leads Archway’s overall strategy and oversees all aspects of development, including site selection, financing, design, construction, and long-term operations. Under his leadership, Archway has developed award-winning communities across Florida. Several of the firm’s developments have received national recognition for their contribution to affordable housing and community revitalization.

Prior to founding Archway Partners, Mr. Green was an executive at The Related Group, where he worked closely with the President of the Affordable Housing Division and gained extensive experience across all facets of affordable housing development.

Brett has deep expertise in complex affordable housing programs, including 9% and 4% Low-Income Housing Tax Credits, public housing conversions through Section 18 Demolition/Disposition, RAD, Project-Based Section 8 and many other local, state and federal affordable housing financing programs. He currently leads multiple affordable housing developments in partnership with housing authorities, local governments, and nonprofit organizations throughout Central Florida and the Tampa Bay region.

Mr. Green holds bachelor’s degrees in Finance and Real Estate from the University of Central Florida. Outside of work, he enjoys playing golf, and spending time with his wife, Patrice and their two children, Brooks and Juliette.

Chris Savino is a Vice President and Principal at Archway Partners, a real estate development firm that specializes in sustainable, workforce and affordable housing communities. With over 20 years of real estate experience, Chris has a proven track record of success in utilizing Low-Income Housing Tax Credits (LIHTC) and other government programs to develop affordable housing for those in need.

Mr. Savino has a deep understanding of the LIHTC program, having successfully developed and implemented multiple LIHTC projects. He is also experienced in using other government programs, such as SHIP, SAIL, HOME, and CDBG, to support the development of affordable housing communities.

 

In addition to his development experience, Mr. Savino is a licensed Florida real estate broker and has served as court-appointed receiver. He has a broad range of experience in acquiring, developing, leasing, managing, and disposing of real estate, including multi-family, retail, and office properties.

He is also the founder of two other real estate companies, Equity Investment Services and Equity Maintenance Group. These companies provide a full range of commercial real estate services, including property management, facilities maintenance, and asset management.

Mr. Savino holds a Bachelor of Science in Finance from the University of Central Florida. He has served as a guest lecturer at Florida State University, the University of Central Florida, and the University of South Florida. He is an active member of several professional organizations, including the International Council of Shopping Centers (ICSC), Urban Land Institute (ULI), Building Owners and Managers Association (BOMA), Institute of Real Estate Management (IREM), and the Coalition of Attainable Housing Providers of Florida (CAHP).

Mr. Savino resides in the Tampa–St. Petersburg area with his wife and three children.  In his free time, he enjoys running, playing guitar, and participating in his local church community.

Isabelle McHugh is the Senior Operations Manager for Archway Partners – overseeing a wide variety of development functions including closings, conversions, stabilizations, and the ongoing management of assets. She also coordinates with lenders, contractors, and various third parties to fund requisitions and support projects under construction, particularly as it relates to compliance with loan requirements.

Additionally, Isabelle is responsible for Archway’s Operations; formalizing construction standards, regulating payment procedures, implementing company policies, and advancing digital security measures.

Ms. McHugh is experienced with various funding mechanisms for affordable housing, including 9% and 4% low-income housing tax credits, tax-exempt bonds, SAIL, ELI, NHTF, HOME, HOPE, SHIP and CDBG. She is also well-versed in the regulatory requirements and compliance associated with these programs. Her efforts have contributed to the successful completion & operation of over 800 units since 2020.

Isabelle currently lives in Orlando, Florida, and holds a Bachelor of Science in Business Administration with a degree in Management from the University of Central Florida. She is actively involved in the Women’s Affordable Housing Network (WAHN), serving as the Director of Membership for the Florida Chapter. Outside of her professional life, Isabelle is an avid foodie, enjoys yoga, Legos, and quality time with her family, friends & cat.

Dave Heaslip is a Development Partner and Principal at Archway Partners, where he is involved across the full lifecycle of real estate development, including site planning and design, entitlements, financing, construction, and lease-up. Prior to joining Archway Partners, Dave worked at The Related Group, one of the largest multifamily developers in the Southeastern United States. While at Related, he oversaw developments across Central Florida and Florida’s West Coast totaling more than 1,100 units and approximately $350 million in total development costs.

Dave brings extensive experience working with housing authorities and a deep understanding of key affordable housing programs, including Project-Based Vouchers, Housing Choice Vouchers, RAD (Rental Assistance Demonstration), and HUD Section 8(bb) transfers. He is highly experienced in affordable housing capital structures, with expertise in 9% and 4% Low-Income Housing Tax Credits, Tax-Exempt Bonds, SAIL, HOME, and CDBG-DR financing.

Earlier in his career, Dave worked for a national commercial real estate brokerage firm, where he specialized in the acquisition and disposition of commercial real estate investment properties throughout South Florida. He also served on the Investment Team at Dimension Capital Management, managing over $750 million in capital allocations to private fund managers. Dave began his career at Credit Suisse in New York City, where he represented major institutional clients and hedge funds within the Equity Swap Group.

Dave holds a Bachelor of Science in Finance, cum laude, from the University of Miami and currently resides in South Florida.

Paul Nudelman is a Development Partner at Archway Partners, where his primary focus lies in acquisitions and pioneering new business ventures. With a comprehensive grasp of the development process, he’s actively engaged in tasks spanning from initial site planning and design to entitlements, securing financing, overseeing construction, and managing the lease-up phase. Within Archway Partners, Paul has played a pivotal role in sourcing affordable housing developments for diverse programs, including 9% Tax Credits, 4% Tax Credits, Tax-Exempt Bonds, SAIL, HOME, and collaborative efforts with housing authorities. Moreover, he holds a certification as a Minority Business Enterprise (MBE).

Before joining Archway Partners, Paul Nudelman served as a First Vice President in multifamily brokerage with Marcus & Millichap, accumulating over a decade of experience that resulted in over $500,000,000 worth of real estate transactions. In addition to brokerage, he has actively engaged in the syndication, rehabilitation, and management of apartment complexes and commercial real estate in the vibrant South Florida market since 2011. His expertise extends to implementing effective management systems to rehab and stabilize assets.

Paul Nudelman’s educational background includes a Master’s Degree in Real Estate Development from Clemson University, a B.S. in Finance from the University of Central Florida, and a Construction Management Certificate from the University of Washington. He currently resides in South Florida.

Rowella Bautista is the Marketing Coordinator for Archway Partners. With over nine years of experience in the marketing field, she has worked in the real estate, retail, and events industries. Her skills include marketing strategy development, social media management, digital marketing, content creation for marketing collaterals, email marketing, traditional marketing, in-store marketing, event organizing and coordination, and graphic design. She completed a degree in Bachelor of Arts in Communication in 2013 with majors in Mass Media, Journalism, Filmmaking and Advertising, from Cebu Normal University in the Philippines, with Cum Laude honors.

During her leisure time, Rowella enjoys cooking and trying out new recipes.

Justin Suire serves as a Development Associate at Archway Partners, where he is responsible for underwriting, financial analysis, and execution of multifamily affordable housing developments across Florida. His role centers on acquisition feasibility, detailed financial modeling, and credit underwriting for 4% and 9% LIHTC transactions, tax-exempt bond financings, and state and local funding programs. Justin is actively involved throughout construction, monitoring schedules, and coordinating with lenders, investors, general contractors, and design teams to ensure projects are delivered on budget and on schedule. He also works closely with local governments and public agencies, leading zoning, entitlement, permitting, and commission-level coordination to secure project approvals and financing.

Prior to joining Archway Partners in 2025, Justin accumulated more than five years of experience in affordable housing finance and investment, with extensive exposure to 9% and 4% LIHTC, tax-exempt bonds, Florida SAIL, and HOME programs. He previously served in acquisitions and feasibility roles at Raymond James Affordable Housing Investments, where he supported the underwriting, structuring, and closing of LIHTC developments nationwide, including 15 transactions totaling more than $200 million in investor equity.

Justin holds a Bachelor of Science in Finance and a Master of Business Administration from University of Louisiana at Lafayette. He also maintains professional financial modeling certifications and is a commercially rated, instrument-qualified pilot.

He resides in Tampa. Outside of work, Justin enjoys spending time outdoors with family and friends and is passionate about hunting, fishing, and aviation.

Caroline Cozzi is a Senior Development Associate at Archway Partners. Joining the Archway team in 2024, Ms. Cozzi supports key aspects of pre-development and development, including funding applications, project due diligence, underwriting, and coordination with consultants, contractors, and local officials. Caroline’s background in affordable housing stems from her time at Related Urban, where she served as a Development Associate working on the revitalization of Liberty Square, a large-scale public-private partnership consisting of nine phases and approximately 1,900 units of public, affordable, and workforce housing.

Most recently, Caroline held the position of Manager of Community and Urban Development for Habitat for Humanity of Broward, where she worked closely with government officials and crafted and presented proposals to expand Habitat Broward’s footprint through large-scale community development initiatives.

Ms. Cozzi holds a B.S. in Marketing from Florida Gulf Coast University and a Master’s degree in Real Estate Development and Urbanism from the University of Miami.
